Abstract/Summary:
All government departments for a certain part of the responsibility of the social public affairs management,and the comprehensive quality and competence of the civil servants directly affect its government department’s actual effect,thus improving the capacity of civil servants has important practical significance.Training education is the current our country government agency dedicated to the civil service quality and the ability to ascend is an important way,therefore,how to choose the training more scientific and reasonable method is to achieve a better effect is a very important problem.As the requirement of the government authority for the civil service ability to further strengthen,the traditional only pay attention to the training of book knowledge system gradually exposed many problems,it also makes more jobs,more realistic and more pay attention to the competency of the new training system has become more urgent.Firstly,this paper makes a systematic exposition of the training system of our country’s civil servants,and from the theory of competence,deeply analyzes the status quo and training system of civil service training.To local taxation bureau in guizhou province as an example,through literature review,interviews and questionnaire design,the methods of quantitative analysis and qualitative analysis,systematically analyzes the guizhou province local taxation bureau of civil servants training needs of targeted,scientific training system,the rationality of the training content and training effect evaluation of the status quo and existing problems;This paper puts forward some measures to the civil servant training system of guizhou local taxation bureau from the perspective of competence.With a view to improving the training quality of the civil servants in guizhou provincial taxation bureau,the purpose of improving the training efficiency of the local taxation bureau in guizhou province is to be improved.In this paper,we get the following conclusions:(1)are summarized in guizhou province local taxation bureau of civil servants of 11 capacity requirements,respectively,research ability,organization and coordination ability,communication ability,govern the handling capacity,tax management ability,learning ability to update,emergency response capacity,adjust the psychological and emotional ability,honesty and self-discipline ability,innovation ability.(ii)the 11 abilities required by the civil servants of the local taxation bureau in guizhou province will be divided into three categories: basic competence,professional skills and individual internal quality;(3)to construct a unified competency model suitable for the characteristics of civil servants in the local taxation bureau of guizhou province;(4)based on the model,the civil service training system of local taxation bureau in guizhou province was designed,and the training guarantee measures were discussed from three perspectives of system,organization and resources.
