A Study Of The Mode Of Synergic Relationship Between Government And Media In Public Crisis Management

Nowadays, public crises break out incessantly around us. As various media quickly developing, transmission means diversifying, the channels for people to acquire information have increased notably. Public hopes to get immediate and overall information, while in handling crisis, for the sake of social sentiments or of special interests, the government cannot always release details about crisis at first time. Currently, owing to the transmission features, various news media have not only played a vital role in reflecting and guiding social opinions, but also in helping government to handle public crisis successfully. In order to manage the crisis in a well-planned, continued, dynamic and efficient way, the government should understand various media, especially the status and role of media and its influence on traditional public crisis. How to deal with the relation between government and media is crucial in handling public crisis, however, in this respect, theoretical research remains insufficient.This paper reviews literatures of media regarding the definition, classification, features and status,, and literatures of public crisis management regarding definition, features and other relative theories. It also indicates that the media has a profound impact on traditional public crisis management in the following aspects:crisis information acquisition, crisis-dealing preparation and prevention, crisis's control and response,after-crisis recovery and reconstruction as well. Full understanding of these is an essential premise for government sectors to implement public crisis management. Well handling the relationship between the information acquisition and the government is a security measure which enables everybody has a sense of security in social life. And this can promote the stability of the whole community.Based on the combination of theoretical research and cases studies, this paper probes counter-measures to the media that the government adopted in public crisis management, introduces foreign governments'major experience, and summarizes positive cooperation between the government and the media which properly resolved this serious public crisis during China's handling the "5.12" Wenchuan earthquake. It proposes a synergic model for the government and the media to deal with public crisis as well.
