| Under the action of multiple environment superpose by globalization, information, regional economic integration, the public problems which have detained in the administration divisions breaking from the shackles of boundaries, evolved into regional public problems. To resolve the regional public problems, the effective supply of regional public goods are essential. Because of the market mechanism is imperfect and the social organization is immature, the local government is the dominant fore of the supply of regional public products at present, the intrinsic-joint-property of regional public products demand the local government’s synergic supply. However, the local government have formed the "fragmentation" governance model of top-down and closed the isolation by the restriction of bureaucracy for a long time, which have greatly influence on the action strategies of the local government in the supply of regional public products, how can the local government through a synergistically way to supply the regional public products effectively, become a new challenge to the local government.The article based on the theory of "The Whole-of-government", discussing the motivation and the present supply of regional public products by the synergic cooperation of local government, at the perspective of "Fragmentation", choosing the four dimensions of value and concept, resource and power allocation, system mechanism, information technology to analysis the influencing factors which prevented the synergic action of the local government and how they effecting. Finally, according to the analysis framework of The Whole-of-government, propose the integrity of the strategy for the synergic supply of regional public products by inter-local government. |
