We can say that we are continually faced with a variety of life events (stressor). Because of the special nature of career Public servants, their stress reactions and coping strategies, not only affect themselves, but also affect social stability and harmony.The purpose of this study, through literature analysis, stressor questionnaire, psychological scale testing, party and government organs, Police and university counselors and related issues of psychological stress research.The role of cognitive psychological stress is part of the process of three stressors, intermediate stress factors and stress response, and explore sources of stress and explore what the characteristics of each of the three links. Two intermediate factors:coping style and personality in which the role, as well as the relationship between factors. Through the leading cadres, the police and university counselors comparative study of the psychological stress, prove that stress theoretical model of multi-factor systems. Propose a related scientific, objective and pragmatic response to the establishment of a public officer of psychological crisis intervention system. As an important reference to select, appoint, educate, train, assess and evaluate Public officials.The study found that:the regular overtime, overwork, higher inspection, too many document and meeting, etc, work-related incidents are the main source of stress of public officers. Compiled stressor questionnaire, including individual incidents and emergencies, provides the comprehensive tools to stressors.Police's physiological responses, emotional response, behavioral response, total stress response score were significantly higher than the party and government leading cadres and college student counselors. Police's public emergencies were significantly higher than the Party and government leading cadres'. The counselors'negative response was significantly higher than the leading cadres'and the police's. Different categories of public officers of all the factors, there are significant differences between the different, indicating that the diversity of the role of an intermediary. Personality is a key factor, while the negative response is an important factor.Scaling up the coping and crisis intervention measures:to control or eliminate stressors, enhance the individual resistance, in public officials'election, education, and evaluation, emphasis on the psychological stress, to create a psychological crisis intervention system.
