On Risk Analysis Of Chinese Honest Government Innovation

Corruption and Anti-corruption is an eternal theme in a social and political life. An effective way to fight against corruption lies in the honest government system innovation.According to the situation of our clean government system and the performance of anti-corruption,this thesis is to bring the concept "rist" into the research field of clean government system,and take the axample of the property declaration system which is a typical case on study, elaborates rist from the angle of institution analysis,aims to explore more efficient system arrangement and innovation.Firstly, trace to the concept of institution and explain the fundamental meaning of incorruption system. That is means kind of independent commission against corruption and regulatory system,which is an integral part of the country's political system; and then explain the relation between institional innovation and risk.Lastly, set forth the concept of institional innovation on the angle of risk. That is means the process of institutional innovation have been effected by the environment,the system itself and the other uncertainties,resulting to fail.The study about incorruption system innovation can find out theories from Public Administration, Sociology. This paper uses the theory of institutional innovation and the rist analysis,is to explain the rist on incorruption system.China's honest government innovations have been successed, but there are serious problems,such as the rgeulation not be implemented, not to develop scientific. Such matters indicate the incrruption institution innovation may bring on rist.The risk is under control,but the typical examples of innovative is studuied on the use of risk analysis.The paper take the example of asset-declaration system to analyse the risk, as a result of the body bounded rationality, operating mechanism imperfect, the conflict beween Institutional Innovation and hidden rules.Finally some measure is suggested to provide risk-proof.
