The Risk Distribution And Institutional Logic Of Contemporary Chinese Risk Society

With the deepening of globalization China has entered a global risk society,with special national conditions of China,the risk of China is more complex.While enjoying the economic result brought by globalization,we are experiencing a special stage in which social problems at different times,such as distribution of wealth and distribution of risks are co-occurring at the same time.In recent years,all kinds of risk problems are being highlighted,weak up people's risk thinking,and gradually become a hot topic of daily life and academia.Based on Baker's and Giddens' theory of risk society and the characteristics of contemporary China's risk society,the article points out that “institutional injustice” is the main source of injustice of contemporary China.The paper analyzes the impact of the institutional injustice on the distribution of social risks and the present situation of risk allocation in China.Institutional injustice leads to different risk coping ability of the risky person in the face of social risk,so the emergence of the risk strong group and the risk vulnerable group differentiation.Powerful,wealthy and knowledge-savvy groups tend to use their privilege to keep things moving in the right direction or to pass on risks.They always create risk and built a set of discourses to shirk responsibility,this is the so-called “organized irresponsible”.However,with the acceleration of globalization,people will gradually face an ultimate risk,the ultimate risk in the diffusion process shown by the “flying effect” makes those who produce or benefit from the risk of people will sooner or later be risk retribution.Therefore it's very important to realize the institutional characteristics of the risk society in China and to see the unfair nature of the system behind the unfair distribution of risks,which is of great significance to realize the fair distribution of social risks in China.However,resolving the problem of inequality in risk allocation from the institutional point of views does not mean that it is necessary to re-create the system,so that the risk reduction system,fair distribution,priority to resolve low-level risk of these three directions,this system is the justice system.But also to ensure that citizens in the risk allocation of the right to speak,to increase their participation in the risk decision-making level,so as to fundamentally improve the ability of citizens to understand and deal with risks and reduce the generation of social risk to achieve the purpose of risk social governance.
