Public policy is of utmost significance when government apply it for social resources allocation, it's value preference always directly related to the social stability and public interest achievements. Representing public interest, government is compulsory to follow people's willpower when it executes public power to launch public policy activities. Publicity is an essential nature of public policy, to guarantee public interest and to realize social equity to a maximum are the final goals for public policy. However, publicity loss to various degrees exist in public policy formulation, implementation and evaluation processes here in our country, which is not only of bad influence to government credibility, but even worse is that it makes various kinds of social disharmonious phenomena. Scholars make few study on the loss of publicity in public policy, which still has not been taken into comprehensive shapes. Therefore, study on Public policy's publicity and current control situation for the loss of it is of utmost theoretical and practical significance to social equity preservation and public interest achievements.Publicity here as a analytics tool to public policy, is to explore a further elaboration for the loss of publicity in public policy four processes, formulation, implementation, evaluation and final stage of public policy, and to analyze the reasons for the public policy non-publicity both in theoretical and practical sides, then a study on comprehensive effect of cultural factors, benefit considerations, system elements, subject and object issues for public policy, is totally getting a result that publicity in public policy has been deviated from the original orientation. According to the problems mentioned above, countermeasures for controlling public policy's non-publicity are being put forward from six respects, the administrative culture, the public policy value criterion, the policy mechanism, the policy information, the policy subject and the policy object participating system, then to demonstrate publicity in public policy and to safeguard public interest.
