New Public Management advocates using private sector’s methods to reform thepublic sector by taking examples of market competition and entrepreneurial philosophy toovercome the disadvantage of low efficiency in public sector, it is the strong response tocrisis of confidence, financial crisis and management crisis appeared in the70s and80s oflast century in western governments, and also one of the prevailing paradigms for othercountries to follow. But some of its managerial claims were against the purposes of publicsector, so it has always been accompanied by critical voices. As the main contents andmeans of public management behavior as well as the basic way to provide efficient,high-quality public goods and services, public policy is the authoritative allocation ofsocial values and public resources. So publicity is the essential attribute of public policy.Publicity of public policy included authoritative status, the main object in the publicdomain, the legitimacy and legality of the content, the democracy and openness as well asthe target of the public policy. Public policy’s publicity is the status ought to be, but theactual status is the loss of publicity which was expressed as the short-term target,rent-seeking and self-interest behavior, the deviation of policy implementation, the weakposition of supervision and also policy externalities.This paper elaborated the connotation of public policy’s publicity, analyzed theexpressions as well as the causes of its loss in the perspective of new public managementtheory. It pointed that the opinion of “steering rather than paddling” reduced government’simplementation dynamics, the value opinion of “customer-oriented” weakened the publicvalues by emphasizing the value of “customer” but ignoring the value of “citizens”, theopinion of “efficiency-first” undermined governmental fairness and publicity. So on thisbasis, this paper explored the countermeasures to prevent the loss of public policy’spublicity, proposed that improving and revising the government’s self-interest, regulatingand strengthening the legitimacy of public policy, educating the public interest value,balancing the relation between fairness and efficiency. This paper was done with the hopethat rebuilding public interest value opinion and returning publicity would help publicpolicy become the most useful tool to carry the modern public management ideas of legitimacy, fairness, democracy, scientificity in the pursuit of good governance.
