Research On The Weakening Of The Publicity Of Public Policy In The Public Interest Perspective

Nowadays, China as a country in the social transition period, the government’s management ability and the management form has a big change, from the original management or control model to a service-oriented government. The service, represents the behavior of the government is for the target of the publicity of public policy. But at present, the publicity is weakened, especially in the public interest perspective, weaken the service of public policy and government function transformation. The requirements of the service-oriented government is the supremacy of public interest and public interest priority, it is through the public policy to guarantee, but the weaken instructions that the public interest can not be guaranteed, also said that the government appear problem in the transformation process, this paper is based on the research of these.This paper studies the weakening of publicity, is to solve the problem of public interest which directly affects the social fairness and justice. So, this paper from the perspective of public interest, on the basis of public choice and the theory of fairness and justice, analysis of the nature and performance of the weakening of publicity. Then analysis of the reasons, the most important is the excessive expansion of government’s selfishness, because the government is constituted by the government staff, it is bound to pursue their own interests, thereby damaging the public interest. The core reason is the lack the rule of law, which causes the power to be opaque. Secondly, the strong interest group, because they have a strong financial resources and more abundant resources, so, they deprive the interests which is bound to harm the public interest. Finally, the lack of the citizen participation mechanism. On the basis of these reasons, the paper puts forward some relevant solving strategy.This paper is divided into four parts. The first part is the introduction, including the background and significance of the topic, domestic and foreign research review, research methods, key, difficulty, innovation points, related concepts and theories. The second part explores the nature of the weakening of publicity, and the concrete manifestation in the four links of the public policy, in the formulation of public policy has weakened the target’s publicity, including lack of public interest expression in the process of policy issues, lack of public interest in the target; in the implementation of public policy, the weakening of the process’s publicity, including lack of responsibility and execution process injustice; in the evaluation of public policy when the lack of diversity of subject, including the assessment of the single subject and the evaluation method is not scientific; in the feedback of public policy when lack the sharing of results, including the lack of feedback information and do not pay attention to the feedback results. The third part discusses the causes of the weakening, the first is the government excessive pursuit of self-interest, it is divided into three types, one is the government staff formed a strong interest groups, two is the pursuit of the interests of local government, three is the government interest; the second is the lack of the rule of law, is the rule of law consciousness is not strong and the lack of the spirit of contract; furthermore, the powerful interest groups deprive the interests; finally, the lack of the mechanism of citizen participation. The fourth part explore the countermeasures of dispelling publicity attenuation, one is to strengthen the responsibility of the government, two is to restrict government self-interest, three is the balance interest between the various interest groups, four is to strengthen the citizen policy participation.In short, weakening of the publicity is citizens in a weak position in the interests of the game, also exposed the government’s strong position in the interests of the game, the result is that the public interest is damaged. Weakening the public policy of the publicity, reflected the lack of contribution in the protection of the public interest, also shows that there is a problem in the process of government service. And the most important reason is the lack of rule of law, that is to say, the Constitution and other relevant laws can not protect the rights of citizens, the law has little effect.
