The Theoretical Analysis On The Loss Of Publicity In Public Policy Of China

New Public Management advocates using private sector’s methods to reform the public sector by taking examples of market competition and entrepreneurial philosophy to overcome the disadvantage of low efficiency in public sector, it is the strong response to crisis of confidence,financial crisis and management crisis appeared in the 70 s and 80 s of last century in western governments, and also one of the prevailing paradigms for other countries to follow. In this paper, the application of related theory and practice experience of public management, public administration of the public sector to provide social services in the exercise of the important social functions and the specific definition,again based on the application of specific examples of public policy by our government public departments to formulate the main cause of the loss of the public in the process of the discussion one by one, to our country government in the implementation of public policy execution and the weakening of public values were analyzed in detail, and further discussed in public policy implementation process and the dialectical relationship between fairness and efficiency of public policy,which our government public departments in the implementation process caused by the loss of public governance proposed effective method, the relationship between the form and the content of the policy legalization under the deal with all kinds of interests,to maintain public interests of the dominant position,return to nature of public position,in order to ensure the smooth implementation of the public policy of our government’s public sector.
