As the popularization of the Internet technology, government portal websites, as the core of e-government development and the direct carrier of governmental online public service, have drawn more and more common concern of the public. Governmental websites construction in China has made great advances in recent years, but there are still many problems. In order to promote the governmental websites construction instantly and effectively, service performance evaluation of governmental portal websites has been put on the agenda. Then how to carry out such performance evaluation? What kinds of methods can be applied to every stage of performance evaluation to guarantee its quality scientifically and reasonably? These questions have to be answered by some methods. From the perspective of governmental portal websites services performance and based on the practice in Anhui in recent two yeas, this paper discusses about different approaches employed in three links of data collection, information aggregation and reliability analysis in this process, clarifies their theoretical sources and calculation methods. Meantime, actual cases are used to analyze application conditions, advantages and disadvantages of some these methods.This paper firstly sets forth the research status of governmental portal websites performance evaluation at home and abroad, generalizes its relevant concepts and summarizes the deficiency of current researches. Secondly carried out some researches which focus on performance evaluation of governmental portal websites in Anhui government systems. And then the advantages and the disadvantages of the three methods of performance evaluation are investigated through these experiments. Thirdly, combining the results produced in Anhui, two weighted algorithms are introduced into the information aggregation model and a new model is built. Lastly, the reliability of performance evaluation is analyzed from"two aspects and four angles". This research not only enriches the theory on approaches to city governmental portal websites performance evaluation, but also is instructive for practitioner to carry out evaluation work.
