| Under the background of information, the government portal websites (GPWs) have become an important platform between the communication of the government and the public. At present, the construction of the provincial GPWs is still in an early stage. Therefore, there are some shortages on the index system and evaluation methods, and these shortages need to be solves urgently.In the foundation of summarizing the domestic and foreign research literature, and combining with features of the provincial GPWs and the public service theory, the article establishes the service-oriented performance evaluation systems of provincial GPWs. The system estimates the performance of provincial GPWs from four aspects, namely, the public information, the online services, the public participation and the design of website. At the same time, the article adopts theoretical research and empirical analysis, qualitative and quantitative evaluation methods. Firstly, the article uses analytic hierarchy process (AHP) to confirm the weighing of all level indexes, which to meet real work’s needs as much as possible. Then, considering the performance evaluation of GPWs is multi-factors, multi-goals and complexity, the article uses fuzzy synthetically judge model to evaluate the performance of provincial GPWs. At last, the article takes Beijing City’s GPW and Henan Province’ GPW as expels to make empirical analysis to analyze the appraisal index system and evaluated model that be designed in article are effective.The innovation in this article mainly lies in the construction of a set of systematic, effective, objective, comprehensive and service-oriented provincial GPWs performance evaluation systems, and the utilization of the quantization methods, analytic hierarchy process(AHP), fuzzy synthetically judge model and so on. The research findings will be used to measure the provincial GPWs for comprehensive level and to guide the provincial GPW for construction and development. |
