| The government's portal websites are the windows for governments to provide electronic supervision and service to the society. The vitality of the Government's portal websites consist in its interactivity, which builds a network interactive mechanism between government, corporations and the publics. However, presently, the interactive function of most government's portal websites is weak, and the survey on such an interactivity is also insufficient. This paper zeroes in on the building and surveying of the government's portal websites in order to strengthen the interactivity between governments and the publics.With reference to the studies on the assessment of government's portal websites at home and abroad, this paper establishes a system of indexes on the interactivity of assessing the government's portal websites. Taking the municipality of Guangzhou and its nine district governments' websites as a target for assessing, all indexes of assessment as key points, and the information got by interviews as supplement, this paper analyzes the development of networks portal on interactivity between the government and the publics. It draws a conclusion that a lack of interactive effectiveness, a shortage of service ability and the weakness of web administration are main problems which exist in the present China's E-government. It holds that ideas, personnel, technique and planning about the government's portal websites are the restrictive factors to the interactivity. By increasing the content of interactivity column, setting up a system of handling and maintaining, enhancing the evaluation to the interactivity column and re-building the business process within government are the ways to solve these problems.This study is conducive to reinforce the function of interactivity on the government's portal websites, to enrich the theory on the interactivity assessment of government's portal websites, and to urge the development of interactivity between the government and the publics.
