Performance evaluation is a comprehensive appraisal of staff efficiency. It is a systematic, an important part of human resource management, and the key in the competition of organizations. United States and Britain and other Western governments applied performance evaluation to government performance appraisal management, and gradually formed a set of highly qualified and efficient performance management system to service people, greatly improved the efficiency of government administration. However, the construction of civil service systems is in the initial stage and the research and implementation of performance appraisal system is still in short, and the government's administrative efficiency is relatively low. As the People's Republic of China Civil Law is promulgated and implemented, it provide strong protection for the government to use performance evaluation mechanism to improve the efficiency of the civil and administrative levels of government. This paper will be based on performance evaluation of theoretical knowledge, learn from advanced foreign experience in performance management, combined with the actual situation in Green Lakes IRS, and point out that the existing national tax system disadvantages of the Civil Service performance appraisal system. On this basis, the paper will present how the national tax system to establish a scientific and rational performance appraisal system to improve the efficiency of national tax revenue department.This paper uses the theory with reality approach, and combines performance appraisal theory as the basis with Green Lakes State Tax System in the performance management and incentive mechanisms for doing some exploration and the results achieved for the case, try to find the basic drawbacks of the National Tax Department Civil Service performance appraisal. On this basis, this paper proposes a set of Green Lake for the effective management of IRS performance appraisal mechanisms, and demonstrate the feasibility of the mechanism through empirical analysis.
