In modern times,government office should change itself into a service-oriented government,which requires its executives to accelerate the transformation of the working attitude.They are not the people who make the rules.They have to be the civil servant who submits to its people.Concerning the content of government performance evaluation,it should also be changed into evaluating the public service,instead of evaluating the efficiency.As a pilot unit for the reform of state-owned forest areas in Heilongjiang Province,the development progress of Fangzheng state-owned forest areas has been given high attention.Due to its historical reasons,who should take charge of its internal government affairs,forestry company affairs and non-profit organization affairs has been a long question.After joining the reform of state-owned forestry areas,the Fangzheng State-Owned Forest Management Committee was formally established on January 1,2015,play county-level social management functions and shoulder corresponding responsibilities.This is of great significance to the residents of the local forest area.Based on the current status of the reform of Fangzheng state-owned key forest areas,as well as the actual needs of the forest residents,the leaders of the management committee put the public service construction at the top of the forest work.With the rapid development of the performance evaluation mechanism in public management,more and more government organizations have introduced it into the assessment of government work.In 2016,the performance evaluation of the public service of the Fangzheng State-Owned Forest Areas was officially launched.The management committee selected 22 specific indicators based on the specific functions and service scope including public education services,public medical services,public cultural services,public employment services,public pension services,public medical services,public environmental services,public technology services,infrastructure construction,etc.And the performance evaluation will be hold by the government committee once a year.And corresponding reward and punishment measures have been established.Based on the new public service theory and performance management theory,combined with the first-hand information of field research,this paper gives an overview of the performance evaluation of the public service of Fangzheng State-Owned Forest Areas,with reference to the actual situation of its reform pace.It summarizes the outstanding problems of the current public service performance evaluation of the forest district government.Due to the late start of the reform of the key forest areas in the country,the public service evaluation subject and the evaluation content before the reform are very vague,coupled with the introduction of the performance evaluation system.This kind of public service evaluation has bee launched too short.It is necessary to improve the public service level of the forest area and improve the corresponding performance evaluation system.After field research and cooperation with high-efficiency experts and scholars,combined with the spirit of national forest reform and the idea of building a service-oriented government,the indicators are screened based on the principle of systemicity,importance and feasibility.And a relatively scientific performance evaluation index system is established.By using the analytic hierarchy process to sort the selected indicators,the performance evaluation indicators selected are comprehensive and streamlined.Finally,in order to ensure that the level of public employment service performance evaluation of the Founding State-owned Key Rural Areas can be truly improved,the Management Committee should establish and improve corresponding safeguard measures,including the introduction of multi-subject participation assessment and increase the public service to the forest area.The investment in performance appraisal,the optimization of existing performance appraisal methods,the establishment of a sound supervision and management system supporting performance appraisal and ensure performance appraisal truly become a powerful means to enhance the public service of the state-owned key forest district government.
