Forefront of junior civil servants in government administration in our work, andservices directly to the people. Enthusiasm for their work directly affects theeconomic and social development and the realization of the objectives of the partyand the government’s image among the masses, but the grass-roots efforts to motivatecivil servants are still quite obviously inadequate response to this situation, the statebegan in the civil service incentive mechanism the introduction of performanceappraisal mechanism. Many of the existing empirical results show that the existingprimary effect of unsatisfactory performance appraisal of civil servants. Collect the higher authorities like the responsibility forthe performance objective assessment year subdistrict office, carding sorted out11major items of58small items related to assessment indicators, aggregated to form a" neighborhood offices questionnaire performance appraisal methods." Collate twotables to form a " neighborhood offices incentive distortion matrix", analyzes thedistortions between the two, and on this basis to develop a " realistic targetneighborhood offices incentive questionnaire survey." Questionnaire set12questionsof four basic issues and, through the streets of Quanzhou18offices visited grassrootscivil servants and residents’ survey to understand the views and recommendations ofjunior civil servants and the people on the streets of the Office of the performanceappraisal proposed for performance evaluation of junior civil servants optimizationstrategies for improving and perfecting the grassroots civil service performanceevaluation mechanism, strengthen grassroots civil service incentives, improve thecivil service and to help improve the performance of government services.
