| As China's rapid economic development, production and management units of production accidents have become increasingly prominent issue, which account for a large proportion of coal mine accidents, but also the increasingly serious situation. In 2004, China coal 1.66 billion tons, accounting for 33.2 percent of the world, but China mine death toll as high as 6027, accounting for the world total number of mining accidents killed 80%! In recent years, due to the reform of legal mechanisms for mine, mine accidents have decreased, but casualties are still more than 1,000 people. In 2007 as an example, the national coal mine production safety incidents over the previous year the number dropped 17.8 percent year-on-year, the death toll down 20.2 percent, to 3,786, still far higher than the world average. The frequent coal mine accidents not only damage the effectiveness of the coal industry, but also a violation of the coal mine of the right to life, unfortunately, the right to health, from certain sense, but also a violation of the social and public interests. Therefore, the frequent coal mine accidents become a universal concern about the hot spots.Major mine accidents occurred one after another, the urgent need to strengthen the work safety of coal. Faced with this grim situation, the first monitoring system to identify deficiencies, and to fundamentally curb the source of multiple accidents, in a more effective mechanism to restrain coal production, has become a pressing task. How to avoid the greatest degree of coal mine accidents have become the focus of the Government to study the regulation. This article, I will start with the theory of Coal Mine Safety, go to practice, analysis of the impact of coal mine safety system deficiencies, while foreign advanced experience of other countries, China's existing coal mine safety supervision system put forward some suggestions. System is the fundamental solution to the problem, the only reasonable system, the only real security.
