Performance management is always a hot topic. It originates from enterprise management. People are not in common on what is performance just as what Aristotle has said, nothing is more difficult than make a definition. People are trying to find out what is performance after all. In the end, there are five visages to define performance, which are from economics, management and sociology. All the five kinds of definitions are somewhat imperfect because they are located only in their own fields.For a long time China's civil servants'performance management to a certain extent has a tendency to formalism, characterized by a lack of systematic management and incentive mechanism, which to some extent reduces the civil service's efficiency and effectiveness of the body as a whole, or even severely affects the social image of the body. As a result, this tendency of formalism is far away from the widely advocated tenet of the creation of service-oriented bodies. This article seeks to explore China's new civil service performance management mechanism in order to improve the situation. In the above-mentioned analysis of the issues this article employs an empirical research method and the theories of economics, management and organizational behavior and supplies some effective measures to overcome the problem appearing in the civil service performance management. It also advances how to construct the internal and external environments which are compatible with performance management, to establish an open and democratic multiple assessment system, to choose a suitable method of performance evaluation and to establish a standardized performance evaluation index system and a series of effective measures with a view to improving and enhancing our performance management system of civil service efficiency and government performance.Through combining performance appraisal system of China's public servants and the trend of building up service-oriented government, this study blends the service concept of regarding the general public as the principal of our policy-making with the government employees' performance appraisal system. Meanwhile, it reviews the present dilemma of public servant performance appraisal in order to find out the realistic disparity between it and the goal of building up a service-oriented government on the foundation of the following theories like service-oriented government, modern public administration, human resource development and modern performance management. Besides, the study also elaborates a basic concept of establishing a set of performance appraisal system guided by the service-oriented government.This dissertation reviews and analyzes the ancient Chinese official examination assessment system in longitudinal angle. Learned from history and the new situation, should take its essence, but abandon its dregs.This paper is trying to probe into the problems on the dynamic and static as well as the mental aspects through text and element analysis of some local government's Civil Servant performance evaluation. The causes for these difficult situations include the influences of the mufti-value point, the complexity of Civil Servant's performance, administrative ecosystem, as well as the law and the subjective factors.
