Food supply is of great significance to human beings. As the backyard of China’s revolution, Shaan-Gan-Ning Border Region has made recognizable contribution to the final victory of China’s new democratic revolution. Food production is of an irreplaceable significance in agricultural production, while the latter was regarded as the key to all productions in the region. By analyzing the general food production before the anti-Japanese war in Shaan-Gan-Ning Border Region, the paper tries to make a detailed study about problems of food production and food distribution in that region. By adopting effective grain collecting and agricultural policy, the border region government successfully solved the food crisis of that time.With the harvest from the great agricultural campaign, the border region government was able to maintain a scientific food distribution to the military and political cadres, students and the masses of the working people, fulfilling the purpose of "from the people, for the people". It is undeniable that the food supply system of that time had made positive impact not only to the border area but the Anti-Japanese War. It also put forward an ideal example for the establishment of public facility supply system, which leaves us great value for reference.
