Under the background of modern China, peasant mobilization is not only an important part of China’s political development, but also the most critical link in the whole Chinese revolutionary chain, and even the "primary issue" and "central issue" that determines the success or failure of the revolution.Due to historical and cultural reasons, the "three rural" issues of farmers, countryside and agriculture have long occupied an absolute advantage in the development of traditional Chinese politics.Without the modern political reform in the countryside and the extensive and effective political participation of farmers, the development of modern politics in China could not have been possible. However,as the representative of backward productive forces and production relations, the peasant class is a relatively difficult social force to mobilize and organize effectively because of its own class limitations, such as short-sightedness,selfishness,freedom,laxity,sect,clan and profound thoughts. This is also an important reason why, after the baptism of various political movements such as the Peasant Movement of the Taiping Heavenly Kingdom, the Westernization Movement,Constitutional Reform and Modernization, the Revolution of 1911 and so on,the peasants and the countryside still haven’t undergone significant modernization changes. As a Marxist political party, although the communist party of China has paid attention to the revolutionary mobilization of the peasant class since the founding of the party, the process of the cognition of the peasant problem and the mobilization of the peasant revolution has not been smooth. The path of the revolution has been winding, sometimes even encountering serious setbacks and failures. It was not until the Chinese Communists represented by Mao Zedong explored the relevant theories of peasant issues, especially after the Zunyi Meeting formally established the revolutionary strategy of "encircling the cities from the countryside",that the revolutionary mobilization of the Chinese Communist Party’s peasants gradually developed smoothly, and eventually converged into a powerful revolutionary torrent under the leadership of the Communist Party of China.Based on the historical study of peasant mobilization by the Communist Party ofChina in the Shaanxi-Gansu-Ningxia Border Region during the total period of anti-Japanese war, this paper needs to focus on three issues:First, why can the Communist Party of China mobilize and organize the peasant class extensively and finally win the victory of the revolution through revolution?Second, what valuable experience has the Communist Party of China accumulated in organizing and mobilizing farmers?Third, what are the important enlightenments of these experiences for us to mobilize peasants to build a powerful socialist modernization country today? The above-mentioned research will not only help deepen the understanding of the new democratic revolution and strengthen the legitimacy of the revolution led by the Communist Party of China, but also help promote the current social governance, and provide experience and inspiration for strengthening social construction and realizing the great rejuvenation of the Chinese nation. This paper discusses the main reasons for the successful mobilization of peasants by the Communist Party of China, and they are as follows:first, the strong and forceful leadership of the party;second, the guidelines and policies implemented were in line with the needs of the farmers at that time;third,a good relationship between the party and the masses. The main historical experiences of the Communist Party of China in mobilizing and organizing peasants are as follows:firstly, strengthening the Party’s education and guidance is the basis and prerequisite for peasant mobilization.Secondly, meeting the various needs of farmers is the basic motive force of peasant mobilization.Thirdly, the basic method of peasant mobilization is to incorporate peasants into various organizations and ensure their principal status.Fourthly, strengthening the leadership of the Party is an important political guarantee for peasant mobilization.Fifthly,a good relationship between the Party and the masses is an important political basis for peasant mobilization. The enlightenments of these experiences for us to mobilize peasants and build a powerful modern socialist country today are as follows:first, comprehensively strengthening the party’s leadership over farmers;second, the guidelines and policies implemented were in line with the needs of the farmers at that time;third,a good relationship between the party and the masses.
