A Study Of Democratic Electoral System In The Shan-Gan-Ning Border Region

The electoral system is one of the important components of the political system which has high political and social value. The democratic electoral system of Shan-Gan-Ning border region developed a school of its own during the 100-year history of constitutionalism in China. Different from the feudal warlord regimes and the Nationalist party’s dictatorship, it was an Anti-Japanese base area where people could fully enjoy their democratic rights and the sanctuary of the Chinese revolution and the birthplace of the modern democratic system. The democratic electoral system followed the historical development and was the wise choice of the Communist party of China under the special historical environment, being in line with the development of era and had the value of keeping pace with the era.The Communist party of China completely corrected the "Left" errors of Wang Ming for the adjustment about Regime character of resistance and the scientific adjustment of election, which pointed out the direction for the regime organization construction and the democratic election system in Shan-Gan-Ning border region. It provided an important guiding ideology for the democratic election system legislative election. In order to adapt to the Anti-Japanese National United Front, the legislative election system had been reformed gigantically in inheriting the democratic election system of Soviet revolution period. The Communist party of China carried out the election principles of’ Generality, Directness, Equality, Anonymity, Liberty’ and’ three-thirds system’ and election campaign. There were three large-scale election campaigns from May 1937 to March 1946 in Shan-Gan-Ning border region. The election campaigns had made a great success of promoting the political mobilization in Shan-Gan-Ning border region, cultivating the consciousness and enthusiasm of the political participation, and realizing the democracy during the period of Anti-Japanese war. It established the basis for the New China and made the Chinese people became masters of the New China. The democratic election was the product of the new democratic revolution and the choice of the development which played a vital role in the modern history of China election by promoting the process of democratization in modern China. The Communist party of China created the democratic electoral system under the tough environment which had promoted the great victory in the Anti-Japanese War. It was progressing in the times, providing the valuable experience for the electoral system in the later New China.The study of democratic electoral system in the Shan-Gan-Ning border region provides some experience and the enlightenment for our contemporary electoral system, such as expanding democratic supervision, introducing the campaign mechanism. The democratic construction should be promoted hand in hand with the economic construction, as China is facing the key stage and important period of social reform. Therefore, the electoral system should keep pace with the times. Only in this way can we better realizing the ideal of the people-masters, firming the leadership of The Communist party of China and promoting the construction of the harmonious society.
