After the Cold War, Europe's geo-political situation has undergone enormous changes. Originally hostile to Russia and the European Union ushered in the historic opportunity to improve bilateral relations. Although there still are a series of contradictions and differences between the two sides, Russia and the EU, both seize this rare opportunity to improve their mutual relations. This paper takes institutional cooperation as a breakthrough point to explore the relationship between Russia and European Union. EU-Russia political mutual leverage, economic interdependence and inseparable security make their institutional cooperation to be necessary. In fact, Russia and the EU had established a full-scale institutional cooperation in the political, economic, security and other fields with their efforts. However, the differences in history, culture and values, variance of goals and expectations, the negative effects of the EU enlargement sequelae, competition on sphere of influence and the U.S. factor which restrict to the relationship of Russia and Europe, can not be ignored. This leads some weakness for EU-Russia political cooperation such as the status of imbalance, lower mutual trust, the limited of cooperation and so on. In recent years, EU-Russia relationship becomes a new crossroads for the drastically contradiction and attrition. In view of the increasingly dependence and mutual interest, we think that overcoming their differences to avoid confrontation through dialogue and cooperation is the best way to deal with the bilateral relations between Russia and European Union.
