Sino-russian Strategic Partnership Of Cooperation In Border Trade: Problems And Potential Prospects

Since the independence of Russia, the Sino-Russia bilateral relationship has developing steadily. The border trade has been one of important ways to build two countries' understanding and trust, coordination and cooperation. However, the process of development of border trade doesn't co produce the bilateral relationship. Almost there isn't one kind of data can reflect fully it's scale and quality. Even it hasn't been brought into the statistics of the countries' foreign trade. This bring undoubtedly much inconvenience to relevant study, especially the accuracy of microcosmic analysis is worth deliberating. Therefore we often conjecture and estimate from macroscopic direction.As important section of bilateral relationship between China and Russia, the border trade mainly separates three phases. They are synchronism developing, slightly fall after a rise and steady rising. The reason of rising and falling different in each period. But the basic problems of politics, economy and culture always exist. Of cause there are also a series of active factors that push forward the development of border trade.The prospect of Sino-Russia border trade is most deeply concerned by people. But only put it under the background of strategic cooperation relationship can we conquer the excessively optimistic view or pessimistic one. This needs us to evaluate objectively distinction and contact between relation of politics and economy and relation of economy trade. It also need us to correctly recognize the relation between ending "cool war" and world economic structure, and conquer the consistent tendency of too high expected value. Only this can we comprehensively recognize the developing tendency of two countries' border trade: enlarging scale is limit, quality will improve. The shape of trade facesheavy responsibility to rising grade, but short of latent. It is doomed that the relative status of border trade in bilateral trade is hard to avoid descending. But it still can push forward the development of bilateral relationship and Eeast- north Asia regional cooperation.In the thesis, I analyze the problem exist in two countries' border trade under the background of Sino-Russia relationship, and developing latent and prospect. The thesis includes four sections.In the first section I mainly look back the process of development of Sino-Russia border trade from last century 1980s to now. After Russia independence, two countries' border trade has peak of development and valley too Russia gave right of foreign trade to locality. China also carry out policy of opening to foreign. This leaded border trade fast develop. But there are many problems limit border trade to develop. They are: singlize the pattern of cooperation, the problem of credit, unconvenient way of close an account and unreasonable structure of commodity etc. In a word, great achievements and piling up problems.Secton two, I mainly analysis some basic problems existing in Sino-Russia border trade from three areas (politics, economy and culture), two administrative levels (macroscopic and microscopic), and combination of qualitative analysis and quantitative analysis. During the process of restore and development of Sino-Russia border trade, in two countries, development of political situation are not in step. Reform of market and economic condition are not alike. Cultures are different. AJ1 these lead to the developing curve of border trade deviating the strategic cooperation relationship. After overall and systematically analysis, I objectively evaluate and orientate the intrinsic latent and basic problem of Sino-Russia border trade.Section three, I analysis the developing latent and opportunity of Sino-Russiaborder trade from beneficial factor existing in economy and politics.
