The Research Of System Blame-taking Resignation

Taking the blame and resignation means that leaders ask the appointment departments for resignation because of the severe accidents or grave mistakes they caused. It is a kind of self-accusation and remorse behavior. Nowadays as the liability accidents happen frequently, people require the government to call to account the liability. Therefore resignation becomes the focus of academics, society and government offices. The resignation system developed by the Central Committee of the Communist Party of China (CPC) does not affix the legal liability but the political responsibility of the CPC leaders. As a conscientious government, CPC has the obligation to treat the incidents actively. The resignation system is a dispensable part to realize the conscientious government. If the government does not take the responsibility, there would be many bad effects, such as civic right violation. Therefore, to rule the country by law, responsible government is the inevitable choice and the resignation system is needed. This article did a concise analysis on the generation of the resignation, the carrying out of the system, and the existing problems and disputes during implementation. The article also puts forward the solutions to further improve our resignation system.
