Taking blame and resigning is a common phenomenon in political life. As a system introduced to China, it has aroused the public, politicians and scholars'great concern. CPC Central Committee and a number of regions, sectors has issued resignation about the legal rules and regulations, methods relating with the current situation of China., and some leaders of Party and government have resigned. Resignation effective implementation system have a positive effect in shaping a good image of the party and the government, improving the sense of responsibility of Party and governments'leaders and cadres, enriching the contents of management of the civil service.The construction of the resignation of party and government leaders is still in the exploratory stage. There are many problems in the system itself and the concrete practice that affect the implementation results. This paper proposes the path of choice for consuming the system basing on analyzing our current predicament and the reason of implementation of the resignation. First, we should change social attitudes, establish service concepts of responsibility of Party and government leaders, foster civic awareness, reshape culture of administrative ethics. Secondly, we should improve the resignation of the system itself from the subject, scope, criteria and application procedures, follow-up management. Again, we should clear the division of responsibilities, strengthen information disclosure and promote government transparency. Finally, we should strengthen the construction of the supporting systems in examination and assessment system and supervision mechanism.
