"Culture as the soft power of our country"was put forward and stressed inthe Report to the 17th National Congress of the Communist Party of China byGeneral Secretary Hu Jintao, who emphasized that"in the present era, culturehas become a more and more important source of national cohesion andcreativity and a factor of growing significance in the competition in overallnational strength". Hu also called on the Chinese people"to keep to theorientation of advanced socialist culture, to bring about a new upsurge insocialist cultural development, to stimulate the cultural creativity of the wholenation, and to enhance culture as part of the soft power of our country."Thesestatements indicate that enhancing the soft power of culture has been raised to astrategic level, reflecting the increased cultural awareness of ChineseCommunist Party in the new era. In the same report, General Secretary HuJintao solemnly pointed out that"the logistics of China's military forces shouldbe modernized in every aspect", which was recently reiterated at the 3rd Session of 11th National People's Congress. A strong message has been sent out that themodernization of logistics as an integral component of the modernization ofChina's military forces has become an essential part of in constructing thesocialist theoretical system with Chinese characteristics and an importantstrategic step in building a prosperous country and powerful military forces.An army without culture is a dull-witted army, and a dull-witted armycannot defeat the enemy. It is true that culture embodies practice and moreimportantly culture guides practice.
