Research On The Legislation Of The Light Pollution Prevention Law

City's economic development and the advancement of science and technology bring convenience, but also do harm to survival and development. In recent years, China launches light projects. The abuse of glass wall and the building materials of high reflectivity used for decoration bring heavy burden on national energy and risks to human, animals and plants. Light pollution is the fifth environment pollution after waste gas, waste water, waste residue and noise. Currently, light pollution is becoming more and more serious, because we haven't the law on prevention and treatment of light pollution, and the regulation is not in place. In order to effectively control light pollution, we must draft the law on prevention and treatment of light pollution.This paper describes domestic and abroad research progress of light pollution, the ways and thinking of research, and the foundation of the legislation, analyzes the definition, classification, characteristics and situation of china's light pollution, demonstrates the necessity and feasibility of the law on prevention and treatment of light pollution of our country from the angle of reality and law, and last put forward proposals based on other countries' light pollution prevention legislative experience and domestic systems of light pollution. I hope my paper can help the management department attach more importance to the prevention of light pollution, and have a positive value on the prevention and treatment of light pollution.The innovations of this article are analyzing foreign laws on prevention and treatment of light pollution, and present situation of the prevention and treatment of light pollution and its problems, exploring the necessity and feasibility of light pollution law, and trying to come up with my own proposals of legislation.
