China is the world biggest fur products export country. Although China's fur products industry is highly developed, China has no labeling act to adjust fur products. It makes China's markets full of shoddy goods, and what's more, Western countries often adopt their fur products label act to limit the import of Chinese fur products. So China's fur product industry faces severe challenges.United States has legislated consummate fur product label law systems, it contains Fur Products Labeling Act and its rules and regulations. The USA legislative history makes it clear that, in passing this Act, Congress intended to protect U. S consumers and manufacturers against the concealment of labels of fur products claimed to be wholly or partially of fur. The Act contains strict provisions, anyone who willfully violates the Act must be fined no more than $5000, or be imprisoned no more than one year. The Fur Products Labeling Act mainly includes applicable scope and exemption, forbidding trade, labeling, administration and enforcement and punishment. The Act is enforced by Federal Trade Commission, who adopts some measurements, such as prohibition order and confiscation, maintenance of records and guaranty to force importers to keep the Act.For the reasons of blank of fur products label law, we should combine China's specific conditions and draw the advanced legislative experiences of the United States, to establish China's fur products law, grasping legislative purpose, principles and designing the specific content,so as to bestead construction of legislative system of fur products labeling and promote the development of the fur products import and export in our country.
