Recently,US has passed a bill(S.764)to require mandatory labeling of Genetically Modified(GM)food across the country.From the perspective of domestic consumers' right to know,the relationship between state law and federal law,the battles between food manufacturers and state governments,this paper seeks to analyze the reasons behind this mandatory labeling law.US,as the largest producer of GM food,whose labeling regime shifted from voluntary labeling to mandatory labeling,has aroused heated discussion nationwide.On one hand,it may lead to the formation of a unified global GM food labeling system,since Europe and the United States were the representatives of two different labeling systems: mandatory labeling versus voluntary labeling;on the other hand,the policy may upset US trade partners who adhere to the principle of voluntary labeling of GM food,such as Canada,Mexico.By analyzing the reasons,perfection trend of United States compulsory labeling law compared with GM food labeling regime of EU and potential impacts behind the United States compulsory labeling law,it is hoped that China will make adjustments accordingly to its GMO labeling law and trade policy.
