Administrative division is the country for the sake of fulfilling the political and administrative needs, in accordance with relevant legal provisions and giving full consideration to economic ties, geographic conditions, ethnic distribution, historical traditions, customs, regional disparities, objective factors such as population density, dividing the country into several administrative regions at several levels and different sizes, to set the corresponding local state organs for administrative practices. Currently, Province as China's production for the most fundamental and most important organizational form of administrative division, its structure whether are scientific, reasonable will greatly influence our government's administrative efficiency, which also will affect the relationship between China's central and local processing, affecting local government's cooperation and relationship. This situation requires our government takes full account of the realities of our country to implement the provincial-level administrative divisions of adjustment and reform. Province emanate from Yuan Dynasty, since then, the Provincial system has been the Chinese dynasties of the most basic form of administrative divisions. After the foundation of the People's Republic of China, PRC's division system succeed to the Republic of China's, at the same time, government according to the situation made a number of adaptive. After 60 years development, there is no doubt that provincial administrative division is of many problems.Fistly,This paper describes the research the reality and the background of the China's provincial-level administrative divisions, and integrated the domestic and foreign experts'research related to the China's provincial-level administrative divisions in the past.
