Reform Of The Existing Provincial-level Administrative Divisions

Now administrative division reformation centering on the adjustment of organizational system at the provincial level is the outlet of administrative reformation in China. In China, the present setup of administrative division at the provincial level is not in reason enough and exposures many drawbacks. For instance, the insufficient municipality directly under the Central Government, the disparity in development, the imbalance of distribution, the deep indentations of the administrative boundary at the provincial level, the sharp contradiction in resource, the destruction upon integrity of economic regions; the feeble radiate function of cities, the imbalance of district development, overstaffing in organizations, poor efficiency and so on. Therefore, we must decrease the layers of administration, on the basic of optimizing the layout of district and strengthening all-directional radiation in economics, on the mainline of adding the number of provincial district and dividing the scale, on the emphasis of adding the municipality directly under the Central Government. Because it is a systematic work that influences many people's interest and conflict, it is so difficulty to advance reform that needs complete research and scientific conclusion and advance step by step.
