Research On Provincial-level Innovation System In View Of Administrative Division

At the era of knowledge-based economy, the traditional factors affecting the development of regional economy such as natural resources, capital, labor resource, and regional element are gradually weakening its role in the current development of regional economy. Science and technology has become the key factor for the growth of regional economy, and innovation is the intrinsic driving force. Provincial-level innovation system, product of knowledge-intensive development of provinces, is an extremely tough task to complete such a systematic socio-economic complex, which must be carried out under effective direction with solid theoretical ground. As the reform of Chinese economic system goes further, it becomes more and more urgent to construct a theoretical framework and to find a strategy out for provincial-level innovation system in the context of Chinese transformation. That is what this dissertation targets to resolve.Based on a thorough survey of the relevant research in and abroad, this dissertation presents a systematic theoretical research and puts forward a three-dimension framework for provincial-level innovation system by incorporating multiple methods, like Tran disciplinary research approaches, systems analysis and quantitative analysis, and so on. Firstly, it presents basic framework about the concept, organizations and the space-time structure, analyses models and operation mechanism , types and characteristic features for provincial-level innovation system. Secondly, it constructs the regional innovation ability evaluation index system which has the universal significance, and carries out the empirical analysis for the regional innovation ability of Chinese provinces and autonomous regions. Thirdly, it analyses the significance, e obstacles, building models, formation foundation and driving force, policy direction of inter-provincial innovation system. Therefore, the major contribution of this dissertation lies in not only its creatively introduction about the conceptual model and structures for provincial-level innovation system, its analysis of the construction of inter-provincial innovation system, but also its establishment of an evaluation index system to evaluate the innovative ability of Chinese provinces and autonomous regions .empirical analysis on regional innovation capability of China's provinces and autonomous regions has brought the following conclusion: innovation activities cover various regions across the country; changes in regional innovation ability are increasingly guided by market factors; the gap of regional innovation ability is becoming bigger; innovation ability is associated with the level of economic development; and the development of innovative systems and mechanisms need to be further rationalized.The last part summarizes the whole work, reveals the inadequacies of the current research, and enlightens some possible improvements in both theoretical and empirical analysis for the future work.
