On The Government's Social Administrative Functions In The Collective Events

With the deepening of the reform and opening up, our society has stepped into the key period of opportunities and contradictions. The diversification of values and interests, multi-stakeholders, stratification in social structure, complication of social relations result in the rapid growth of number of the collective events and their influences on social stability. During China's transition period of this mixture of both traditional and modern forms, has aroused widespread concern of the Party and our society, so it is very important to improve the social administrative functions of the government. What the dissertation canvasses about the social administrative functions of government are all kinds of behaviors, paths and mechanism. Which contain how to adjust social interest relation, response to the demands of the society, reconcile the social contradictory, strengthen the management of public affairs, create a stable social order, promote effectively and safeguard fairly social public interests.This dissertation takes the representative collective events happened in 2008 as an example, from the perspective of administrative management and sociology, with an eye toward the social administrative function of government, the process of the whole event has been deeply analyzed. First of all, the present social problems are introduced basing on the representative collective events happened in 2008; Secondly, the construction of relationship between the collective events and government social management analytical framework:In the transitional phase of society, the rapid growth of the number of the collective events are the result of the weakening of social governance capacity, the happening of the collective events is inevitable. Finally, from building a harmonious society which is form a higher perspective, this paper puts forward a tentative conclusion from these aspects:government social management concept, operating mechanism and the network of government social governance.It is creative to contact with the actual conditions of China, the dissertation, starting from the collective events happened during the period of social transition, with the relationship between collective events and government social management, uses the method of the case to analyze and reflect how to act in the alienation from individual behaviors to collective events, then disclose the problems in social administrative functions of government and how to build a harmonious society. What we study in this text is relevant and forward-looking.
