Therefore, to enhance the ability of administrative communication of modern government can help to establish public service embodying ways of the diversification, and contribute to provide services to the people, and facilitate the masses of the public goods, which is conducive to the establishment of the complaints system and improve the efficiency of the administration, and also help to create a fair, reasonable, healthy and organized social order.
