The transformation of government functions requires the administrative behaviors of governments at all levels must change the original simple commands and change the modes of thinking such as "rigid law enforcement","violence administration". The transformation of government functions also requires the full understanding of administrative communication and the actual demand of the importance in building the socialist harmonious society, increase the ability of the administrative communication and the scope of work. If the administrative information is the "blood" and "food" of administration, and then the administrative communication is like "vascular" and "converter" of the administrative organization as well as "nervous system" of the administration. Administrative communication is a process of ideas, opinions, information, emotions and understandings between internal and external related personnel. And the purpose of administrative communication is to exchange the mutual facts, opinions and feelings. Namely, in order to enhance understanding and cooperation between each other, unite in a concerted effort to finish the task. Therefore, the communication of an administrative organization is like a human body’s blood vessels, which must be accessible to people vitality easily; and the result of the smooth organization communication channels can make effective use of the human organization to make it work reach the perfect realm. At the same time, only to increase internal and external relevant units and personnel of the organization, the higher and the lower levels, the views of the communication between the executive and the deployment can always be able to understand each other and to reduce disputes as well as to eliminate rumors, so cooperation and encouraged by the good mood of work shift obstacles to advantage, can enable the staff to fulfill the mission of the organization in a peaceful and harmonious atmosphere.Administrative communication can reduce the friction generated due to the conflict of interests and the differences of opinions, and it can also reduce the misunderstanding caused by misinterpretation or misrepresentation of information by government staffs, meanwhile, it can cultivate staffs’organizational awareness and cooperation concept. More importantly, administrative communication can be diversified ways to achieve the public service of the government, and can make innovations of more flexible, non-mandatory methods which subordinates have rights to choose. Administrative communication allows the government has a wider field of collecting social and public opinions from more channels, and to maximize the resolution of social conflicts at the grassroots level, and resolve them in the bud. So this can be in order to achieve the Communist Party which serves the interests of the public and govern for the people, the people-oriented concept of the governance. Therefore, to enhance the ability of administrative communication of modern government can help to establish public service embodying ways of the diversification, and contribute to provide services to the people, and facilitate the masses of the public goods, which is conducive to the establishment of the complaints system and improve the efficiency of the administration, and also help to create a fair, reasonable, healthy and organized social order.
