Reserve forces is an important component of defense forces, which must haveplayed an important role in the future war and non-war. Predetermined personnel is themain body of reserve forces, and its selection and training will directly influencecapacity of the rapid mobilization and tasks completed of reserve forces. The researchof staffing evaluation and training of predestinate staff can explore the potential abilityof posts and personnel, to match personnel with post best, and to improve reserve forcescapabilities of various positions, and to promote the development of reserve forces.According to the new mission which the Central Military Commission has givenreserve forces in the new stage, this paper firstly reviewed the history of development ofChina's reserve forces, summed up the characteristics of China's reserve forces.Secondly, analyzed the staffing and training overall frame of predetermined personnelin reserve forces. Thirdly, it studied the reserve forces evaluation model and the methodof making plans of training. In the research process of evaluation model, the authorapplied the integrated use of Delphi, brainstorming, analytical hierarchy process andfuzzy evaluation to choose evaluation indexes of the position, to identify the indexweight and to evaluate the position. In the process of making plan of training, the authorstudied the working structure and the working responsibility table, analyzed workingrelationship, charted the network process plan, made the plan about resource allocation.Finally, this paper took a reserve force as an example, gave the process and the result ofstaffing the reserve forces and making plan of training, according to the staffing andtraining method.
