Study Of CPC's Patrolling System During New-democratic Revolution Period

Patrolling system is an important way for the supiror to carry out the constraint and supervision of the executive power when they inspect the subornates'work. Inspection system has forming a series of systems, which was sprouted in primitive society, established in the Qin and Han dynasties, Sui, Tang and Song was the maturate times, and was strengthed in the Ming and Qing Dynasties. Inspections was tried to be carried out soon after the establishment of the Chinese Communist Party, which promoting the building of the early CPC's organization effectively.,and urged to the CPC's development and strenth. The system has played an important role in the Chinese revolution. It still has a realistic reference significance to review and study it's history, this can bettering the inner-Party's inspection system construction under the new circumstance, also improving the reign level and enhancing reign ability of CPC.There are six parts in this paper:The first part mainly deals with the patrolling system's historical and cultural origins, from whose perspective it reviews that patrolling is one of the managerial ways of purging the official wind.. The second part introduces and discusses the founding and constructing of the inner-party patrolling system of the CPC. The inner-party patrolling system is founded just because of the need of the CPC's construction and constantly develops and enriches with the development of the CPC. The third part conducts the research into the content of the inner-party patrolling system during the democratic revolution, and separately discusses and analyzes the inspector's qualities, the task of patrolling, the inspector's ways of working, the inspector's authority and discipline, other requirements of patrolling and the CPC's management and education to the inspector. The fourth part concludes and evaluates the function and status of the inner-party patrolling during the democratic revolution, and thinks that the inner-party patrolling system contributed to the reorganization, restoration and development of the organizations at all levels in its trough, meanwhile, the effective conduction of patrolling plays an irreplaceable part in solving inner-party disputes, conveying and realizing the CPC's of the inner-party system's development during the democratic instruction and spirit. The fifth part discusses the foundation of the inner-party system's development during the democratic revolution. As a controlling system, its existence and development need relevant factors as its support condition:during the first Kuomintang-Chinese communist cooperation, the CPC's accumulation of rich organizing and leading experience is the basis of leadership formed by the inner-party patrolling system during the democratic revolution. The democratic centralism is the basis of party-building principle formed by the patrolling system. The big development of the CPC's organizational structure becoming institution gradually is the institutional foundation of the inner-party patrolling.
