The Research On Consultative Democracy Practices Of Period Of Chinese Democratic Revolution

“The socialist consultative democracy is an important form of people's democracy in China.” The demands put forward clearly in the 18 th National Congress of the CPC contain optimizing the system of socialist consultative democracy and propelling it more extensive,comprehensive,and institutionalized.The consultative democracy practice has been existed in China since the period of democratic revolution though the academic concept was firstly raised by the western scholar.At that time,the practice of the CPC was a creative achievement in the history by means of uniting the Marxism theory of modern democracy and concrete reality in China,exploring democratic path independently,and constructing the system.Studying intensively the developing course of the consultative democracy in the period of democratic revolution is of great importance theoretically and practically for promoting political democratization and optimizing the consultative democracy system.There were profound sources for the CPC to choose and explore the consultative democracy in the period of consultative democracy.The cultural source was harmony culture,and the theoretical sources contained the united front theory,the masses line and the theory of people's democracy dictatorship.Besides,the political source was one-party state and autarchy promoted by KMT.The historical sources were the severe national crisis and complex class structure.In order to construct the modern “national state” and “democratic state”,and to complete the historical task of national independence and prosperity,the CPC creatively explored effective forms like consulting with different political groups,with non-party people,and with the grass-roots.The practice and development of the consulting democracy stimulated the people's enthusiasm of political participation,took the interest appeal of different parts into consideration,and integrated the strength from various sectors of society.In addition,it also elevated the legality of the CPC at that time,originally gestated the political consultative system and multi-party cooperation system,and enriched the democracy forms.The exploration indicates that the CPC's leadership must be hew to,the dominant position of people must be ensured,the democracy forms must be chosen on the basis of specific national conditions,the innovation must be used through the exploration ofachieving the diversified forms,and the construction of consultative democracy system must be propelled.
