On Personal Information Protection In China's Government Information Disclosure

The government information disclosure urges the government information resource optimization disposition and the full use efficient path. The government information disclosure is inevitable request to develop social democracy, construct political civilization, promote law administration and set up harmonious society. Along with the advancement of government transparence reformation in various countries, the government information disclosure has become the attentive focus of the community. "The Information Public Regulation of the People's Republic of China Government" has implemented in the whole country from May 1,2008. It has milestone significance to construct the sunlight and the transparent government.Government Information Resources include a large quantity of personal information. The personal information not only is the impartment basis that the government makes policy, but also has great commercial value especially in the modern information economic society. In the government information disclosure activities, the governmental agency will unavoidably leak out some personal information because of certain benefits. In our country, personal information protection system is not perfect;it will inevitably be a violation of personal information privacy right of citizens. In the background of the government information disclosure, it is imperative to protect personal information of citizen from illegal leak, modify and dissemination.This study involves the relevant theories between government information and personal information, and analysis of the cases.
