Study On Possible Improvements In Government Credibility In Public Crisis Management

The government credibility refers to the public general understanding and trust in government's operation model, behavior and system, which require the government to undertake the obligation and honor the commitment. In public crisis management, the government credibility actually refers to the identification from the public with the governmental idea, behavior and efficiency in crisis management. In the present stage, China's rapid economic development in a period of social transformation has brought the social diversity, however it also brought many problems and contradictions, which makes the community steps into a crisis-prone period. Faced with the complex public crisis, how to improve the government's credibility and raise its crisis management capacity are the prominent problems for the local governments, both now and in the future. Public Crisis unique features make it demand higher to the government's credibility than usual, because it can reflect the government's credibility level, and raise the awareness of public thoughts on the government's credibility into a more deep-seated. Public confidence in the government is not only beneficial to the stability of social order in crisis, but also conducive to the public recognition of the policy to public crisis, as well as conducive to the general public participation and collaborative governance. However, in practical work, there are downward trend to the credibility in some local governments, which has affected the efficient governance of the crisis and the healthy and stable of the social. The thesis firstly sum up some defects of our local government credibility through the research of large numbers of positive data, such as slow response led to a gradual escalation of the crisis; information dissemination lag resulted in the proliferation of false information; crisis response management inefficiency caused by improper methods; part of the official concept of a lack of good faith, abuse of power, corruption. In the above view, the thesis from system perspective, the government's own level, and social dimensions of the building to find the root of the problem,。Based on these reasons, combined with public crisis affecting the credibility of the government of the various factors, the article is trying to find out the methods to improve government credibility of the response from the concept, system, behavior-pronged approach.
