The Study On The Question Of The Crisis Management By Local Government Of Our Country

Since the ancient times, the human civilization has been suffering a form varied crisis hit. All sorts of crisis occur frequently, changed people's mode of thinking and the government's management mode. With the development of economic globalization, political multi-polarization, digitization, and cultural diversity, the new era background determines the particularity of crisis management, the original crisis response system can not already adapt to the requirements of new era. To construct a new framework of crisis management, processing all kinds of crisis, improving the crisis decision-making ability of the central and local government has become a consensus of governments.Since 1970s, the social structure of our country enters the period of the differentiation and comprehensive integration. With the transformation of governmental functions and policy system adjustment, and the development of social process, all kinds of potential and obvious crises came along with these transformations. Compared with the government's crisis management pattern of the developed countries, the status quo of our government crisis management is not optimistic. In the process of crisis management, local government is mainly applies administrative measure to the crisis management, the relatively backward of crisis consciousness, early warning level of crisis is low, with a weak follow-up work of crisis and lacking of crisis communication and cooperation.This paper studied each country local government crisis management of operational state and lessons learned in the process of Blackouts in North America, London MTR big explosion, Sarin gas attack on the Tokyo subway and typical cases of crisis, though analyze the case. It attempts to draw on the successful experience of the developed Western countries crisis practice of management, bases on the present situation of China, and hopes news about China's local government crisis management. We hope to focus on the local government's crisis management, so as to do some strength work for the construction for the local government's crisis management system in new period.
