Research On The Credibility Of Local Government Based On The Background Of Governmental Microblogging

With the increasing popularity of network, government affair microblog, as a kind of media emerging under the network cultural background, has not only injected vitality into the network politics launched by governmental sectors of various levels, but brought about new challenges. Government affair microblog is stirring a change in the political ecological environment of China. Government affair microblog has given full play to the characteristics of network culture transmission, for example the openness, timeliness and interactivity, and greatly motivates people’s enthusiasm about political participation through the network.Under this historical background, the government has to satisfy much higher and more direct requirements on public supervision and public opinion supervision. This helps improve administrative efficiency of the local government, enhance the transparency of local governmental work, and free the information transmission from the restriction of social power structure. However, there exist some challenges. Improper moves of governments, especially in the face of public crisis, are likely to impair the public’s good impression and trust on the government. At an age of microblog popularity, it is a key move for the construction of a harmonious society to enhance the local governments’ competence in political participation and governance and to deepen the public’s entrust on the government, and also the emphasis for the construction of China’s social credit system.With the fusion between information technology and governmental work, government website, under the network context, has been made the major carrier for government information disclosure. Apart from the government website, agency microblog of government affair microblog has become another emerging platform for information disclosure and news release. On the one hand, microblog has provided better conditions and platform for the timely release and speedy transmission of governmental information; on the other hand, the unceasing aggregation of hot issue information has imposed higher requirements on timely and accurate release of government information.As government is the foundation of social credit system, it is quite essential for local government credibility improvement to make proper use of emerging media, especially government affair microblog and give full play to their positive energy in public fields. Government affair microblog plays a significant role in reestablishing credibility of local governments, and has gradually become a historic topic of Chinese political restructuring. Based on government affair microblog of Kunming City, by analyzing description and effect of cases, the paper attempts to summarize causes impacting government credibility, and study and probe into approaches to improving credibility of local governments, under the guidance of the new public management theory. This paper is divided into five parts: the first part analyzes the relationship between the government micro-blog and credibility of the local government, and points out that the government micro-blog has made the positive effect on improving credibility of the local government; the second part analyzes the credibility challenge of government under the background of micro-blog; in the third part, enlightenment were provided through the analysis of the cases about improving the credibility of the local government; the forth part focuses on international experience and theoretical of enhancing the credibility of local government under the background of the government micro-blog;the fifth provides the overall strategy for improving the credibility of the local government under the guidance of the new public administration theory.
