Recently, the mass emergency is becoming gradually to be the normal of social life, the government in such circumstance, how to deal with the media, how to achieve effectively transmission of information via interpersonal communication and mass media, will be a pressing issue that the social managers and theory researchers must consider seriously. The successful settlement of Chongqing Taxi driver's Strike, verify that when dealing with the mass emergency, if the Government can release the interrelated information with scientific method and take necessary emergency response strategies on time, the government will be able to win the understanding and support from the public, will be able to guide the trend of social opinion, and then show the democracy and good reign of the government.This article attempts to summarize the theoretical results of the emergency response that government used to deal with domestic mass emergency currently. Consequently, this article will summarize and draw a conclusion of the basic theory, guiding principles and responding strategies of information release when the government meet mass emergency by citing public administration, sociology, law and other disciplines of communication and the basic theory corresponding mass emergency, so that we can achieve the rights to know how of public through the media introduction and public supervision based on the government-led. Macro perspective, while releasing information in mass emergency, the government is lack of commensurate institutional norms, lack of proactive and effective plan. So this paper attempts to overcome the passive status that the government on the one hand has to search for solution, but on the other hand he still has to improve this solution in mass emergency, which finally will be able to avoid further psychological to the public and greater economic losses to the society. Specifying to the micro perspective, this article will discuss whether the source subject, object, audience, content and other elements of information release is complete in the government information release mechanism and how to coordinate the various elements effectively, so as to provide a clear idea for the government to identify incubation period, the occurrence period and recovery period of the mass emergency, and according to the information needed for audience in different period, the government will be able to take different measurement to release information. In short, the basic aim of constructing the government information release system is to improve the efficiency of governmental administration, increase transparency in government affairs and shape the government's good image, finally to provide a practical way for building a service-oriented government.
