A Study Of Information Releasing Mechanism On Government Micro-blog In Public Emergency Events

During the period of social transformation, public emergency events in chinahappened frequently, unpredictably and unsteadily, which raise an acid test for thegovernment’s Information dissemination.Information dissemination plays animportant part of government emergency management. When an emergency occurs,the public expect an instant and reliable official announcement. In the Internet age thepublic is no longer the passive acceptor of media information, but the participant whouse the media for self-expression. It is hard to control the negative public opiniononce formed, the multifarious unofficial information not only facilitate the formationof rumors, but also seriously affect the level of the government’s public opinion guideand its image.The newly-rising governmental micro-blog diversifies the model of governmentinformation releasing. The delivery of news and information would come from fewerand fewer outlets. And it solve the deficiencies of promptness and Interaction in theprocess of government’s information dissemination.However at present our countrydoes not have a unified mechanism for government micro-blog information release,lack of the system will cause many problems. Thus the efficiency of governmentinformation dissemination and governmental competence will be affected.In this article, according to the rule of government information dissemination andinformation needs of the audience in the crisis lifecycle, the author analyzed thecurrent situation of government micro-blog information release, proposed therequirements for development and existing problems. Combined with case andcontent analysis, this article focuses on the principles, information, processes,organizational structures and strategies of emergencies release in governmentmicro-blog. And the research of integrative system may provide the mode referred toestablish mechanism for government micro-blog information releasing. Then throughthe specific analysis and research of typical case, identify problems and lessonslearned in order to provide reference for our government micro-blog informationdissemination in emergency events，and looking forward to the promotion andapplication, carry forward the normalization process of mechanism construction.
