On The Reconstruction Of The Mobile Applications In The Government Emergency Information Release

China is in a period of social transformation; all kinds of unexpected events occur frequently, which poses a severe challenge to the government’s emergency management capability. Based on this, the report of the 18 th National Congress of the Communist Party of China puts forward to accelerate the formation of social management mechanism that combines source control, dynamic management, and emergency. As an important part of government emergency management, the government emergency information dissemination cannot be ignored either. With the changing of times and the rapid progress of science and technology, the means and forms of information dissemination of major incidents began to be wealthy. Nowadays the mobile phone becomes a new media tool for communicating and accessing information, when major emergencies occur, the mobile phone will quickly become the central hub of information dissemination and public positions, playing an important role which cannot be ignored in the emergency information release. Therefore, the study of mobile phone application in government emergency information dissemination has important scientific significance and practical value. Not only can mobile phone helps promote the government emergency management information theory deeply, but also helps improve the capabilities of government emergency management.Article consists of three main parts. The first part is about the basic cognition of government emergency information release under mobile phone. And it summarizes five kinds of mobile application services forms based on information, internet, mobile TV, mobile radio and mobile newspaper. Taking the characteristics of the mobile phone fitting to the requirements of the emergency information dissemination as the main logic, it demonstrates the necessity of government emergency information release by mobile phone. And it analyzes the feasibility from four levels including the founding and policy, mobile phone users, communications infrastructure, hardware and software technology development. The second part discusses the status of the mobile phone in the Chinese government emergency information release based on the cognition. Firstly, it introduces the successful experience in the Chinese government emergency information release by mobile phone. At the same time, it points out the related existing problems such as policies and regulations lag, limitations existed in regulation, information dissemination vulnerable to interference, forms relatively simple, technical bottlenecks. The third part proposes some targeted solutions and suggestions for our government emergency information release from three aspects, namely strengthening government management, creating a good media ecological environment and fostering public consciousness.
