In the past years, the fuction of basic education curriculum is over-stressed selection in our country, it makes the students only pay attention to the knowledge study without training ability, so the practical ability is generally lacked in students'quality structure. Nowadays with promulgation of some files just like the outline of curriculum reform in basic education, the practical concept is refected in the basic education curriculum reform in our country. The evaluation of course developes to the direction of practicability. Some principles become the acknowledged direction just like quantitive evaluaton is substituted by qualitative evaluation. The basic characteristic of Chinese course is unification of instrumentality and humanity from the view of Chinese subject, and the practicability is one of the natural characteristics in Chinese subject. It can be clearly seen that the advocation of practical concept in our basic education is the right and inevitable decision which met the personal development and the social demand. However, right decision is not enough at all, and it still need effective measures to ensure the implementation and extension of the decision. In this paper the practical concept is proposed by the College Entrance Examination as a breakthrough. Because the College Entrance Examination has serious influences in our country, the guiding role is very important and conspicuous. It will produce more efficiencies if the College Entrance Examination can be chosen as the breakthrough which carries out the pratical concept. Moreover, students'voice of improving the practicability of test paper is very strong, which is reflected in the investigation on the College Entrance Examination test paper. Improving the practicability of the Chinese College Entrance Examination test paper is imperative.Some practical strategies in foreign test are valuable to be considered and referenced. For example, The daily show of students is emphasised; the test content is close to student's life and the society ; the show of students in different situations is investigated and so on. Excellent conceptes should be adopted for our country. Flexibility and practicability of Chinese test paper must be improved. Philosophical thoughts with practical concept are the basis of discussing in this paper. Dewey, Husserl and Max van Manen emphasize to connect living with education, which inspires us to find practical strategies in this way. As the epitome of living, situation is the bridge which connects life with education. Comprehensive learning in Chinese teaching and situational test questions in the College Entrance Examination obviously prove that a complete situation which will be adopted in test paper is feasible. The definaton of"situational test paper"is proposed in this paper. This notation advocate that whole test paper is consist of one situation. The purpose of the study is to enlighten students to use Chinese knowledge in daily life by the exam, to improve the studects'capability of dealing with real problem. The examples are chosen from the situation of career and life. Two kinds of model test paper are developed. In order to verify the quality of situational test paper, model one is used to test the level of 108 students in a key senior school in Heilongjiang province. Composing analysis, reliability analysis, difficulty and differentiation analysis are given by educational statistical method. The analysis validate the feasibility of situational test paper. Feedback opinions of the situational test paper from students are analyzed in this paper.
