Along with the development of the socialist market economy and education system reform, higher education enrollment has expanded each year, the problems of college students from economically disadvantaged families are becoming increasingly prominent, and the rural students account for a large amount. The rural poor students at college are one of the important part and also a influential special group, which should not be ignored. They are plagued by financial difficulties in daily life, at the same time financial difficulties also have great influence on their study and employment. Student loans are one of the major measures taken by the CPC Central Committee and the State Council in socialist market economy condition, using the financial means to perfect aid policy system in ordinary colleges, which aims to increase college students financial assistance system. However, due to defects in the system itself, the policy that benefits the country has many problems exposed in the process of implementation. Therefore, how to make full use of the policy is a current issue and important work that both theory and practice workers are confronted with.The paper is divided into six parts. The first part is Introduction. It deals with the background , purpose and significance of student loans; Summarizes the research status of student loans both at home and abroad; Describes the main research method, content, structure, innovation and the existing problems. The second part is theoretical foundation of the national student loans. The public choice theory, the theory of information economy, cost-sharing and compensation theory and some other relevant theories are introduced ; The purpose is to regard the related theories as the basis of empirical analysis of student loans. The third part is the current status of rural poor college student loans mechanism, focusing on the operation mechanism of our rural poor college student loans on the basis of mastering the cause, classification, current status of students'funding and the implementation of the policy of aid by means of consulting relevant data and conducting necessary interviews. The fourth part is empirical analysis of subject behavior of the rural poor college student loans ,analyzes the characteristics of the relevant subject behavior, such as the government, financial institutions, schools, etc. In the part, the paper points out the problems arising from the rural poor college students loans and explores the causes of them. The fifth part is the experience of foreign loans for poor college students. The paper studies national student loans mode of the United States, Japan and Australia systematically, and draws on some useful experience. In the last part, some strategies on how to perfect our loan mechanism are presented. The paper also gives some suggestions on how to play a leading role in the government on the basis of public service function from the student loans ; how to focus on improving the efficiency of student loans and strengthen financial institutional innovation; how to make full use of schools and build security mechanisms for student loans; and how to play the role of the informal institutional arrangements to build a good social credit environment.The paper makes innovative researches on the following four aspects: First, the study finds that the current mode of the national student loans relatively simple and lack of necessary flexibility; that the national student loans and some other supporting policies have not formed an organic whole, which restricts the effectiveness of the national student loans .Second, the paper analyzes the characteristics of the relevant subject behavior, finding that the policy lacks an effective restraint system environment , that banks have difficulty in taking policy loans on time, and that borrowers lacks ability and motivation to repay it. Third, the institutional arrangements proposed by the national student loans should strengthen the public service function , should attach importance to the functional role played by the government, and should strengthen incentive and restraint function of relevant institutional arrangements according to relevant subject behavior characteristics.
