Now the competition in comprehensive national strength, what most core is astrength of science and technology competition. Science and technology as a firstessential of productive forces to promote economic and social development, itsfundamental power lies in innovation. Universities by its unique resources and thestrategic location, become one of the main forces of science and technologyinnovation in China. In the government, enterprises, universities and scientificresearch institutes, there is a closed-loop of science and technology innovation anddevelopment. Enterprise due to its own lack of innovation resources, to seekcontinuous development, to make it with universities and research institutes joint hasbecome a necessity.Cooperative is a multidisciplinary, interdisciplinary broad proposition, involvinggovernment,universities, enterprises and research institutes,and so on.Manufacture-learning-research cooperation for enhancing core competitiveness of theuniversities and promote scientific and technological progress is significant.Since1992the State proposed " production education research cooperation ", the study onthe cooperative has developed fruitful results. Both theory and practice is based on thecombination in universities, has been a great deal of development. Practice has provedthat no model is universal, only appropriate is the best. While the current mostscholars ’ research focused on high-level University, for less concerned and involvedabout the combination in local universities.This article is based on the above background, a case study of ShaoxingUniversity, cater to the regional economic and social practical needs, by comparingexisting each kind of the advantages and disadvantages of cooperation mode andanalysis school problems existing in the manufacture-learning-research cooperation,from science and engineering disciplines, humanities and social science disciplinesand the entire school, and so on several levels, strive to explore cooperative mode andoperation mechanism in local universities,which based on project development, basedon regional economic, cultural and based on the combination of governmentproduction education research joint. At the same time,address the problem of researchfound, and are given some of the strategies and recommendations for enhancing theability and level of research cooperation:For example, change working concept,strengthen themselves, further improve the teaching and research work of goodserving local environment; reform talents training mode, construct a platform fortechnological innovation, further established and perfected the long-term cooperation mechanism together with enterprise; relying on the government and intermediaryagencies and perfect the mechanism of system, further advance the cooperationpattern of innovation and practice.
