Study On The Arrangement Mode And Operation Mechanism Of Rural Residential Area In Rizhao City

At present, land use is extensive and inefficient in our rural area, and most of villageslacked land use planning. Villages are basically at the spontaneous condition, lacking of effectiverestraint. Therefore, the layout of rural residence was too scattered, and one family had morethan one residence, and low-level redundant construction, and the high-quality cultivated landwere occupied surrounding villages. Land resources were seriously waste. Rural residential landconsolidation is an effective way to optimize the layout and maintain dynamic balance of totalcultivated land. It can contribute to relief pressure on construction land supply and co-ordinateurban and rural development. It is advantage to improve the level of intensive and economicalutilization and realize the sustainable development of land resources. It plays a more and moreimportant role in improvement of living conditions and rural ecological environment.In recent years, with the superior location and full implementation of Peninsula BlueEconomic Zone Planning,economic strength has increased markedly in Rizhao.Because of theacceleration of urbanization,the demand of construction land is increasing.Rizhao is facing thedual pressure of protecting farmland and supplying land.According to its natural andsocial-economic conditions, each village take different modes to consolidate. Rural populationwere guided to small towns and key villages. Rizhao had typical modes of rural residenceconsolidation. This paper selected Rizhao as a study area. It summarized domestic and foreignresearch and progress, and used methods of combining qualitative analysis and quantitativeanalysis to research rural residential land consolidation.First,by analyzing the presentcharacteristic of rural residential land in Rizhao,we can find that the rural residential land isextensive,and the consolidation potential is great.From2003to2012,residential land increasedafter the first decrease.Affected by terrain,the level of economic development, residential landwas disproportional in regions.Secondly,this paper used the method of construction land percapita to estimate rural residential land consolidation potentiality, and graded intoⅢby potentialcoefficient.Then,the paper focused on the three modes of the consolidation, the communitypattern, the whole village moved pattern, the pattern of remodeling old villages. Based on theabove study,the paper summarized operational mechanism of rural residence consolidation,there are government-led, business-led, and village collective dominant operating mechanism.Finally, this paper attempted to offer some practical recommendations to promote the ruralresidence consolidation in Rizhao.
