English, as a compulsory subject, is becoming more and more important while English materials are the core component of implementing English curriculum. So teaching materials with high-level and high-quality would play an active role for teachers, students, the teaching process and learning outcomes. But at present, there are many inconsistencies in both ordinary English textbooks of high school and of vocational school by contrast with the actual teaching situation. Vocational English materials, in particular, are the versions which were developed many years ago. And such teaching has already been out of days, failing to meet many demands of the students'and teachers'professional development. Therefore, to develop scientific, reasonable, suitable and efficient vocational school English textbooks is a urgent problem to be solved.A new round of curriculum reform tries to establish the regulatory framework of"three-level course", and different powers and responsibilities are assumed by nation, local and schools. The emergence of school-based curriculum indicated that China began to bid farewell to a long-term single national curriculum and too concentrated course management as in the past which once led to the situation of " schools with the same curriculum, teachers with the same lesson plans, students with the same books". The above-mentioned situation has been changed. Schools and teachers will have the partial decision of some of the courses and the right not to use a single material any longer but to base on the actual situation, then to choose teaching materials or the preparation of school-based teaching materials.School-based teaching materials in secondary vocational schools should be set out from the school characteristics and the characteristics of teachers, and completed according to the actual situation of their own students. It should certainly help students to develop interests in the formation of expertise, reflect and elaborate local schools'advantages, then improve the quality of education to meet the diverse needs of the community. National teaching materials and school-based teaching materials complement each other which can satisfy contemporary society's requirement of development, so that school education can serve the community better.In this way, what kinds of requirements and criteria should be followed during the emergence of new problems in school-based English textbooks? And how to evaluate the quality of school-based teaching materials? In this paper, on the basis of existing theories and experience of experts and peers, it analyzes the current status of secondary vocational schools and their problems of English teaching materials. By using the theories on school-based teaching materials , the writer has a survey in Daqing Waishi Vocational School. The findings of professional school-based teaching materials about computer science and tourism , combined with her own teaching practice and experience with the use of survey method, questionnaires, experimental method and other research methods, at last the writer obtains several evaluation standards of textbooks development. School-based textbooks development should be guided by standards and objectives in English curriculum and by teaching requirements, and should consider the development of students as the fundamental starting point and destination. In the process of development of school-based teaching materials, students'differences in the characteristics and diverse needs must be respected, which will help individual students be more fully and more actively developed. Of course, development and evaluation of the secondary vocational schools English-based materials is still in the exploratory phase, the writer hopes that this thesis can give enlightenment to develop and evaluate effective school-based teaching materials for English teachers.This thesis consists of the following five components:The first part of the originality of the problem includes: China's current situation and problems of English teaching in secondary vocational education; the current English textbooks in secondary vocational schools are inadequate; school-based textbooks meet the demand .The second part of the literature review includes: overview of curriculum theory and teaching materials theories.The third part of evaluation criteria of English school-based textbooks in the secondary vocational schools development includes: macro-and micro aspects of the standards, including five aspects and six aspects respectively.The fourth part of practice and the results analysis of the evaluation of English school-based textbooks development includes: the processes and steps in the development of English school-based textbooks in writer's school; the application and evaluation of English the school-based textbooks in the writer's school; investigation and analysis.The fifth part is some introspection points of the research on English school-based textbooks in secondary vocational schools.
