Therefore taking interest groups into government decision-making is necessary,this will not only help solve the growing rich-poor divide real problem, but also play a certain reference to the achievement of government decision-making and democratic, harmonious socialist society.Firstly we should be on the basis of study the theory of interest groups and vested interest groups; we should further study the concepts of interest groups. Public choice theory, stakeholder theory and the theory of interest groups study it from political science, economic, which can give a strong foundation to the research on interest groups. Interest group is developed in the political, economic, cultural, social and other diverse backgrounds together with the Chinese special transformation, led to the monopoly, exclusive and narrow-minded of the characteristics. Interest groups can impact local government decision-making through the formal system and informal system. Of course, these effects include positive and negative side, only we can rationally guide interest groups, they can avoid negative effects and maximize the positive impact.Interest groups participate in a local government decision making, which not only can achieve the power controlling, but also can moderates conflicts between different social groups, and to promote the political communication between the government and social groups, so that groups can achieve interest in varying degrees when they express and participate in government decision-making, which can be able to balance the interests of diverse interest groups to achieve the interests of all sectors of society in general equilibrium, promoting scientific and democratic in the government decision-making. However, the interest groups on the negative impact of our local government decision-making also can not be ignored, interest groups to some extent undermined the fairness of government decisions-making, leading to imbalance in the structure of rests, thereby jeopardizing the normal operation of public power, easily to breed the corruption within government officials, which not only undermines the interests of vulnerable groups, but also in a certain extent effect the executive and the legislature, lowering the government's performance. Therefore, the Government must try to create the environment of the powerful interest group participation in government decision-making from their own, social, institutional, cultural and environmental aspects.
